The answer I am looking for is the name of a web television series.
 
FYI: Both myself and the writers of Dr. Horrible Sing-along-blog had no knowledge of Dr. Steel. There has been contraversy between the similarities of the two (and I see why). I can give you a link if you like or you can check out the wikipedia article on Dr. Steel which also has the link.
